The Congolese League to fight against Corruption (LICOCO)

The Congolese League to fight against Corruption was created in 2002. It was officially recognized on June 08, 2005 according to the letter N ° JUST.GS / SG / SG / 20/653/2005 of the Director Chief of worship services and associations of the Ministry of Justice and Keeper of the Seals. It obtained its legal personality in accordance with Ministerial Order No. 385 / CAN / MIN / J & DH / 2011 of August 15, 2011 from the Minister of Justice and Human Rights.

LICOCO Vision

The vision or dream of LICOCO is that one day the Congo will become a rule of law where all forms of corruption are banned and all the rules of law are respected, all the diversions are prosecuted and punished in accordance with the law.

Mission of LICOCO

The mission of LICOCO can be formulated as follows:

  1. Fight against corruption and impunity in all their forms (primary mission) through the following axes:
  2. Carry out budget monitoring actions (monitor the use of public funds through the budget and ensure the rational use of public funds);
  3. Report cases of embezzlement and fraud and translate files with the courts and tribunals;
  4. Train other actors (organizations) to do the same work in their respective corners;
  5. Involve the private sector and the population in this fight against corruption;
  6. Fight against impunity through the reform of the laws which enshrine it.
  7. Promote transparency in public finance management and good governance (secondary mission).

Areas of intervention

  • Social mobilization;
  • Advocacy and Denunciation of acts of corruption, embezzlement of public funds, tax and customs fraud;
  • Citizen control of public finances / management oversight;
  • Capacity building of civil society organizations in Budget Monitoring.

Intervention Zone

The LICOCO is involved throughout the entire DRC.
